Special Protection Network: Guarantees and opportunities for children, adolescents, and young people at risk of being recruited and/or threatened by armed groups in Colombia.
Benposta has been developing programmatic actions to address cases of children, adolescents, and young people (CAY) who, due to the lack of opportunities and educational environments in their regions and the risk conditions associated with the presence and actions of armed groups in the territories, need support and guidance to ensure a stable process of education and personal development. Educational centers, cultural centers, parishes, churches, community organizations... serve as references to build and strengthen "protective environments." Benposta has been giving substance to this approach. to the concept of "risk situation" Based on indicators constructed from case documentation, field visits, and regional workshops, possible threats and vulnerabilities related to the violation of children, adolescents, and young people in the context of the actions of armed groups have been identified:
1. “invitación” a participar en el grupo armado o formar parte del mismo
2. amenazas contra el derecho a la vida y la integridad personal en zonas de influencia por los grupos armados
3. Imposición de códigos de conducta y control social de los grupos armados en la zona
4. Relación afectiva con algún miembro de un grupo armado (legal e ilegal)
5. Amenazas por participar en actividades como informantes, transporte y tráfico de armas y drogas
6. Ingreso a un grupo armado.
7. Uso-explotación sexual en el marco del conflicto armado.
El programa contempla dos modalidades de acción programática: Modalidad Comunitaria: En el contexto actual Benposta ha venido promoviendo los llamados “Núcleos Protectores”, que hacen referencia a la identificación y fortalecimiento de capacidades locales, incluyendo familias, centros educativos, organizaciones, movimientos sociales e instituciones que tengan la capacidad de identificar y responder a situaciones particulares de riesgo.
These networks are built through alliances with local partners (Social Pastoral; Cultural Centers) that have a presence and recognition in the territories, and include monthly conditional support for the CAY identified as being at risk to guarantee their educational and family stability; support for educational centers in the development of action plans to assume their role as references for CAY as protective environments; training for parents/guardians/teachers in educational practices, relationships, and coexistence that strengthen CAY’s participation skills and sense of belonging, as well as participation in local-territorial coordination spaces to build a preventive culture within the framework of public policy. The operation of these networks is managed by local technical teams composed of professionals in psychology, social work, and social-community promotion, hired by Benposta for the programmatic development of the proposal.
In 2020, Benposta has been implementing Protective Networks in Arauca (rural areas of Arauquita, Fortul – Saravena); Norte de Santander (El Tarra, Filo Gringo, Las Mercedes, Luis Vero) and Buenaventura (Communes 7, 12, and 6), with direct monthly support to 260 CAY and their families, as well as 5 educational centers. Institutional ModalityWhen the level of risk exceeds local conditions to provide protection for the CAY, Benposta, at the request of the local entity aware of the case and in coordination with the family and in dialogue with the CAY, intervenes immediately by applying an exit strategy and placement in the Educational Community at its headquarters in Bogotá.
La ruta establece el acompañamiento físico por parte de madre / padre y su permanencia en la sede de Benposta al menos durante tres días, acompañando a su hija/hijo en el proceso de integración comunitaria en la Comunidad Educativa de Benposta. Una vez ingresado el NNA tiene derecho a permanecer el tiempo que considere para garantizar su desarrollo personal en un ambiente que dignifica sus vidas. Generalmente en la Comunidad de Benposta permanecen como residentes u promedio de 100 NNA que proceden de distintas regiones del país, incluyendo la ciudad de Bogotá. Costo de la acción programática: El costo a gastos directos de los NNA que participan de Benposta en cualquiera de sus modalidades y depende del No. de NNA sujetos directos de los programas.
Gastos directos de un NNA ubicado en la sede educativa de Bogotá: 1.200.000 mensual- Euros 280 (incluye gastos directos en ubicación residencial, alimentación, atención en higiene-salud, formación escolar primaria-secundaria, atención sico-social, desarrollo personal y formación para una participación responsable (autogobierno).
Gastos directos Núcleos Protectores: El coste de un Núcleo con atención directa (mensual) a 70 NNA y sus familias y 2 centros educativos es de 350.000.000 año (Euros 80.000)
